Supervision in the bath?

At what age would you leave your child unsupervised in the bath?
I have a 4 & 5 year old who bath separately, at my house I never leave them!!!!
At their fathers house he goes into another room while each one is in the bath.
I have spoken to him about this numerous times and the dangers of it, but it falls on deaf ears.
Is this a neglect issue or am I overreacting? TIA
